PREAMBLE & STATUTORY AUTHORITY
BE IT ENACTED by the Foundation Legislative Branch, operating under the unyielding Divine Mandate of stewardship vested in the Theron International Foundation (TIF):
To establish absolute security, safeguard domestic tranquility, ensure perpetual American survival, and systematically eliminate resource vulnerability, the Legislative Branch hereby authorizes and establishes the permanent creation of seven (7) distinct, cabinet-level Executive Departments.
These Departments are established as internal administrative, non-profit procurement arms of the Foundation Executive Branch (Central Command). They are granted full constitutional authority to represent the Foundation, define technical requirements, manage strategic allocations, and execute master Corporate Procurement Agreements or Strategic Vendor Charters with authorized, tax-paying commercial entities (LLCs) to deploy the WEHFELS infrastructure on American soil.

SECTION I: ESTABLISHMENT OF THE CABINET-LEVEL DEPARTMENTS
The Legislative Branch hereby activates and commissions the following seven administrative fronts:
1. DEPARTMENT OF WATER SOVEREIGNTY (DWS)
* Mandate: Absolute security, extraction, and preservation of atmospheric water assets.
* Authority: Formulate requirements for industrial-scale Atmospheric Water Generation (AWG) procurement, ensuring an unpoisonable water supply independent of compromised public utilities.
2. DEPARTMENT OF ENERGY & PERPETUAL POWER (DEPP)
* Mandate: Hardening, engineering, and stabilizing independent, off-grid power generation.
* Authority: Oversee the development and placement of decentralized, perpetual power systems to permanently eliminate centralization vulnerabilities.
3. DEPARTMENT OF BIO-DEFENSE & PUBLIC HEALTH (DPH)
* Mandate: Biological preservation, wellness optimization, and empirical health defense.
* Authority: Codify rigorous, evidence-based nutritional and bio-defense frameworks to insulate the American populace from synthetic threats and engineered illnesses.
4. DEPARTMENT OF AGRARIAN SECURITY & FOOD SYSTEMS (DAS)
* Mandate: Elimination of artificial scarcity, hyperinflation, and food supply degradation.
* Authority: Manage the development and deployment blueprints for closed-loop vertical farming grids and self-sustained agricultural networks.
5. DEPARTMENT OF GRID INFRASTRUCTURE & ELECTRICITY (DGIE)
* Mandate: Isolate, fortify, and transmit hyper-localized micro-grid power distribution.
* Authority: Systematically harden electricity distribution networks against electromagnetic interference (EMP), physical intrusions, and cyber-attacks.
6. DEPARTMENT OF SOVEREIGN LOGISTICS & TRANSPORT (DLT)
* Mandate: Secure, uninterceptable transit corridors for vital WEHFELS assets.
* Authority: Engineer automated supply chains and sovereign freight transit infrastructure insulated from geopolitical or economic disruptions.
7. DEPARTMENT OF HOMELAND SECURITY & CYBER DEFENSE (DSCD)
* Mandate: Relentless physical perimeter defense and absolute server-side lockdown.
* Authority: Implement tactical physical barriers and advanced server-side Web Application Firewalls (WAF) to permanently block malicious bot networks and hostile data centers.

SECTION II: PROCUREMENT AND SEPARATION OF POWERS
1. ARMS-LENGTH CONTRACTING: In accordance with standard constitutional protections, these Departments shall operate purely as administrative and procurement boards. They are legally mandated to interface with independent, tax-paying commercial entities via arm’s-length agreements executed at Fair Market Value (FMV) or lower.
2. INTELLECTUAL PROPERTY PROTECTION: All proprietary technologies, physical manufacturing plants, and commercial assets utilized by these Departments shall remain the exclusive property of their respective tax-paying corporate entities (LLCs).
3. BORDER ENFORCEMENT: All Departments are strictly prohibited from exporting, sharing, or transferring any breakthrough engineered technologies outside the sovereign borders of the United States of America without explicit clearance from Central Command.
